"dirt cheap steam keys" are usually stolen keys or acquired via scams. I would recommend getting your keys from legitimate sellers :-)

However a tip to those who are looking for discounts where they can get them

Allkeyshop is a good tool to get the cheapest price.

Also if you're looking for reasonably new games as a slightly cheaper price - I've found Voidu to be good - they've had a code running for a while now which basically applies to all their games and allows you to get new stuff slightly cheaper at or soon after release, something like 25%.

Only drawback is that I believe you can only buy 1 copy per account - so unfortunately I can't just bulk buy Katamari Damacy Re-Roll (Sad face)

Humble Bundle is pretty cheap. $1 for a couple of nice games. Or you can use em to trade what you really want on barter.vg or on Steamgifts in the Trading section.
