FWIW, the FAQ page doesn't quite cover the games that are not available to give at all because they have been free in the past. It only covers the rules for bundle games (linked on the FAQ page).
The Guidelines section does make mention of it though, although it may not be obvious that the game was free in the past. It will likely still show up on the list of bundled games -- as is the case with Dead Bits.

For other games that have not been massively free in the past, you can send a request through Support to add the game. Do not do that for Dead Bits -- it was massively free in the past.

(Ideally, they'd switch it to a 0 CV or something, but this hasn't happened yet and in the past free game surges have slowed down the SG server quite a bit, so they may be hesitant to implement even that.)
