if i get this Pre-Purchase PAYDAY 2 Career Criminal Edition BY trading will i get

A unique red dot weapon sight modification available for use on all rifle weapons.
A unique Skull mask.
A unique mask pattern titled ”I LOVE OVERKILL”.
A unique color pattern consisting of the colors red and black.
A bundle of in-game cash.

DO i have to get simple payday OR criminal edition for these thing ???

I bought the Criminal Career Edition for Payday 2 and if you look and see what it says you get is:
Loot Bag
And all the other crap

If you buy the Norma Payday 2 you get:

You didn't explain correctly. He thinks the Loot bag is physical, as in you get a duffel bag sent to your house filled with the items expressed in the pre-order page.
