Region lock between EU2 and EU1?

In 99,99999% of times there's no region locks for gifts. Sometimes weird stuff happens, but mostly it's just no ability to buy gifts at all.

But it's different tale when we talk about cd-keys, those can have various weird stuff happening.

Moving between Spain and Germany often haven't had problems with games bought from both regions, but I had to contact support and send them proof of living in Germany because my account was set to region Spain since my first purchase was there and I couldn't buy anything from the German store when I moved here.
