After I installed last updates for my system - Windows 7 x64 Ultimate, I wasn't able to login to 70% websites. I had to go back to previous restore point, if somebody have this same problem, just use old restore point.

Also, it's one of these updates:

(KB2639417); (KB2619339); (KB2620712); (KB2639417); (KB2618451); (KB890830); (KB2618444) - I bet on this, because it's something for IE9 security.

After restoring your system to this restore point, these updates will appear again, so you have to hide them.

I didn't make some more research of this, I just blocked all of these. If somebody wants to, he can tell us which one of these is that bastard.

None of those updates would manifest itself in disabling cookies except for the KB890830 which is the malware remover but even that's not going to do that across multiple browsers.

Note I updated my system recently with the largest Tuesday patch I've seen in quite awhile with no issues on several system.

Since it's not sequestered to IE, my feeling is that there's something up with your system more than the updates doing anything. Note cookies aren't some special hidden file or anything. They're just text files with crap in them.

I don't know, I'm not really into these updates, but I've already found a guy, who had this problem after these updates too.

Might be theoretically related to this

If that's the case you should update though they do say the threat seems to be more theoretical.
