Quick question. A user with a hidden Steam profile wins a giveaway. Before accepting your friend invite on Steam, can that user remove the game he or she won from the Steam Library and then, after receiving the key from you, undo the deletion of that game?

Ok, firstly, no calling out. You don't need to go into specifics about something to the extent everyone can easily tell who you're talking about.

Secondly, yes, this could be done, but they would have to have removed the game (and re-synced) before entering for your game giveaway.

Thirdly - just cos they have a ton of games from that franchise doesn't mean they would do something like that - it's not like you're giving them a key they can resell.

The removal part is presumably doable, however SG tracks the games a user has on profile. So unless it's a "Beware I have this game and still can enter" title, it's not very straightforward.

Only if they bought / activated it within the last 7 days and then removed it before entering your giveaway, I think. Even with a private profile, you have to sync your games with SteamGifts at least every 7 days. So SteamGifts should know, if they ever owned the game before that time frame. So while I don't know for sure, it would be a serious and avoidable loophole if SteamGifts didn't check that.

Also: that franchise is huge. SteamDB shows at least <MANY> different games (yes, I left out DLCs) with "<FRANCHISE>" in the title:

I'm not sure Steamgifts keeps track of such information. It knows if you have already won the game, but doubt it keeps a record of every game everyone owns. Also, not sure how this stuff works; if you have a private profile does SG get information about what you own? Or do you have to set it to public while syncing?

Eventhough I am not a programmer, I am pretty sure that it would be maybe one line of code to add / change in the sync script. This list is populated even while my games are set to "friends only", so it already has to be stored on SteamGifts:

You'd just have to take out the ability to remove games from the list stored at SteamGifts.

Nearly all stuff that he could do, to limit the cheating, the work for the mods and the users, are things that could be done quickly but he don't found time for it since ~5 years+

And this will not change in the next 5 years if he still earns money with the site....

Steamgifts can't even get double wins right, no way in hell they'd be actually tracking historical game removal.
And I can definitely enter for games I've removed.

Game can be added temporarily to an account via free weekend promotion, and get removed afterward.
This can also happen if a user buy a game then refund it.
If the user sync their games during this period, and that list does not allow removing games, so now the user can't enter for games they don't have.
It can be exploited but, well, I don't have any better idea.

Hm, not wrong. It would take a bit more work for the script to check for the free promotion subs. Still very much doable though! There might be some edge cases but the only big thing left open would be refunds.

They could make removing games from your personal games list on SteamGifts a manual support request thing with having to provide screenshots of the refund approval message by Steam support within the Steam client. Not perfect but as close as can be.

Theoretically, refunding after syncing shouldn't happen too often in the first place and if people refund a game, they're probably not interested too much in owning said game, so maybe not even in winning it. So I'd imagine the support requests for these cases to remain manageable. And for the actual exploiters it would mean so much more work to do. And of course support could notice people doing it constantly.

Yes

And it give some people that use this regular.....
... but it is very hard to have enough evidences for this.

As far as i know from my own experiences it the only way, that the mods accept, that you check the profile for achievements in game XYZ. Because the badges don't get removed when you delete a game. Of course it could be done with SAM but cheaters are in the majority dumb people, so you catch a lot of them with this checks, but the checks are time intensive and nothing you can do for each game. And the game shouldn't have a Demo that drops achievements or the checking method isn't possible.

I send a reroll request for each winner with a private profile (standard). The mods can check private profiles for unactivated wins.
First when i have their "all ok" i send the key.
That is better as nothing because it catch from time to time a cheater that try to hide his not activated wins.
