This is a usual steam key -> works on Windows. I entered a UK adress (tho i live in Germany) and got a retail key (uncut) within seconds.
PunkBuster doesn't support Call of Duty anymore, but here's how you can set it up (latest version) nevertheless.

How to setup PunkBuster:

• download pbsetup.exe ( http://www.evenbalance.com/index.php?page=pbsetup.php )

• execute pbsetup which downloads http://websec.evenbalance.com/downloads/pbgame.htm

• quit pbsetup.exe

• open pbgame.htm in an editor (e.g. wordpad)

• insert at the right place:

<p> game cod4 "Call of Duty 4"

<p> game_os cod4 w

• make pbgame.htm read-only

• start pbsetup.exe

• add game (Call of duty 4, "...steamSteamAppscommonCall of Duty 4")

• it will update "...Call of Duty 4PB"

• quit pbsetup.exe

• enjoy ;)
