I'm pretty sure he means the guy that won his giveaway claimed the gift on another account (against the rules) and didn't even mark it as received

the profile i see the gift has been claimed on doesn't match the profile i have send the gift on through here, so either he is using an alternative account or sent it to a friend.

Do i need to wait 7 days or can i report it right away?
Normally i trust people and don't even check, but since i seen it disappear from my inventory about 24 hours ago, and then still not mark it as receive (and not responding to an email i sent) then i will investigate. So if he had marked it i wouldn't have had.
