No, because bundles are usually removed after sometime, or just changer(games added, or stuff).
That means the data wouldn't be stable, and it wouldn't be possible to proper give points and stuff.

cg can make a giveaway available for anything. It does not have to have ever been on steam and it can be set to any amount of points or cv. But it's unlikely to happen. Except for special promos limited to admin like https://www.steamgifts.com/giveaway/FoYUn/25-steam-gift-card

There should also be an entry for this package as a sub-ID: sub/52411/ this sub isn't accessible in the steam store since there the publisher apparently decided to handle it as a bundle and apparently has no store page for the pack.
The thing probably is: what would the value be. Since there is no store page and there probably never was the price either is 0P or must be set by hand...
tl;dr: it should be possible to add this as package to the sg database. Value might be 0P though.
