Noob Call of Duty 4 question

I have a question about one of the perks in Call of Duty 4; juggernaut. I have juggernaut equipped as one of my perks in the game. Sometimes when I shoot people the juggernaut symbol comes up while I am shooting the enemy. Does this mean that the enemy has juggernaut equipped?

I have never used Juggernaut perk in my CoD4 history.
Instead of it, I use Stopping Power. It's much more effective.

And for your question:
Yes it does mean, that person You shoot is using Jugger Perk too.
