I just give whenever I find a bundle that is worth it for me and I have games left I don't want.

When I have something to share, of course.
But If I win too much, I feel like buying something to give back.

I make giveaways when I have some spare keys. I used to make them every month but now that they degraded humble monthly games, there's no point. :P

Sometimes to fix my ratio, other times when I've got spare things to give or want to clear up my lists :) Either way, no fixed time periods.

Pretty much whenever, and I can afford it.
