pirate the game to see how well it runs.

Its not too practical of an idea since I have to download the whole game, check how well it runs, and then download again via steam.

Most sites can only give you a "ballpark" estimate.
Example: Assassin Creed IV recommends a quad core as a minimum. I run the game just fine with a core2 duo E8500 (2 core) 4 gigs of 1333 ram and a GTS 450 SC and get 45-60 FPS.

Does that work for AC3 too? I have recommended specs and lag on lowest settings (only on SP though, MP works fine maxed out)

That can be due to unneeded tasks runnung in the background, slow hard drive (5400 rpm vs a 7200), a fragmented hard drive, a monitor with a high refresh rate (8ms vs 5ms or 2ms), and a few more things that can hold your computer back from a playable experience.
I have only the bare minimum tasks running a bootup. Most windows 7 computers use 1.55 gig to 2 gig at boot time, mine uses 670MB. Lean and mean.

Idle 0% CPU usage (optimization freak), 7200 RPM drive, fragmentation 2%, temperatures are fine. I just guess the game is made for Nvidia (I have HD 6850 - recommended AMD).

Even some 7200 HD's can only pass 100MB per second, mine being newer can read/write 200+mb.
I also parttition my drive (1Terabyte) so my games are on the outer part of drive where access is faster.
Edit: My pagefile/virtual ram is on another disk which helps.

To answer your question, though, Can You Run It can give you an approximation, but it's also quite inaccurate. If you're borderline, the only way to know for sure is to run it yourself.

I've found Game Debate to be good and quite accurate. It also has a rather large database of hardware complete with how well it performs compared to other hardware, and if something is missing you can request to have it added.

Individual games have their own quirks. Hubby can run SR4 nearly maxed even tho he's right on the line, but EQ2 is laggy as hell even with much more modest posted requirements and fairly conservative settings.
