I wouldn't say so. Sure, there are many DLC, but you don't have to buy them all, just the DLC which you like, so you can enjoy the game.
It's not necessary to buy every DLC.

Welp, didn't notice your note about a special coupon until after I used my usual 5% off. Oh well.
Anyway, do we know the package number activated by the base game key? It's another one of those where Steam says I own it (actually I own it in several packages according to SteamDB) and yet it's available for purchase in the complete-the-set bundles.
I haven't even played Train Simulator, I just have a hoarding problem.

Whats insane for me are full prices of these DLCs $15-30 for one train/route and there is 700 DLCs? For $30 i can have full games :D

I think it's more like a Lego set. You can expand it as much as you want, but it's not needed.
They are pretty expensive nonetheless, but it's buying another model for your model table. Like we don't buy one of everything in the supermarket either, while all possible extras for one meal or more :P

the higher the tier the more dlc I already had. Tier 1 for me. Bundles are the only way I get these dlcs because full price is mental.
