The winner has 7 days to redeem their win, so I see no reason for a pause. And why would this be any different from the other times Steam is down and gieaways just continued on?

It's still not fully up. Friends list keeps getting disconnected and Dead by Daylight (a game that relies on steam servers) is refusing to load in completely. So it's only half working right now
