Anyone here played Test Drive: Ferrari Racing Legends?

As you can see download stopped at 99% saying "pre-load complete" which doesn't even make sense since the game has been out for a while now. I can't access the steam hub either. Any idea what's going on?

(yes, i tried everything including restarting Steam, deleting appcache and crying in the corner but none of that helped)

Did you try uninstalling Angry Birds?!

These are the only fixes I could find.
1) When it gets to 99%, try pausing, then unpausing.
2) Try leaving it at 99% and then Verify Integrity of Game Cache.
3) Run Steam as Admin.
