It looks like an unauthorized key reseller, so it's very risky. This is even gray-er market than paying someone from russia to buy a game for you.
There's a very high chance that the games were bought with stolen credit card information, or through other less than legal means, which means that you can get your games revoked with no warning and with nothing you can do about it. On the other hand, it could be bulk keys bought from a big russian sale, or someone with contacts at a retailer getting them for cheap, or it could be legit for a dozen other reasons.
Bottom line, this is the definition of buy at your own risk. I would advise against it, especially with the summer sale coming up, but there is a chance it's fine.

Bought DmC: Devil May Cry on a decent discount from them a while back and had no problem... so, yeah, it's legit.
Btw, they also have Metro: Last Light on sale right now.
