With the current prices buying the monthly and then buying the DLC packs individually would be around $8 cheaper than buying the Anniversary Edition direct through Steam.
Buying the monthly for the base game and then buying the Anniversary Edition bundle on Steam for the DLC is probably the cheapest option available at the moment though.. As the Anniversary Edition is a "complete the set" bundle you'll get a discount based on what you already own.
