hello. now i am in Turkey on my vacation. As i see games on some bundle sites - bundlestars are prices without VAT so it is cheaper.

Is it allowed to buy them with paypal with eu credit card here in Turkey and then play these games in Europe?

Since they're keys, they will always be global (Not region locked), so yes.

I think it depends on the key-seller/bundle site, for example it seems GMG is known for handing region-locked keys depending on the location of the customer, Humble Bundle delivers German-version-keys to German customers, Nuuvem's Metro is region-locked to Brazil, and so on.

German is exception, because they have censorship, even thou being in ROW region. Basically it is illegal to sell uncensored version to german, so they have to give them german versions or they wouldn't be able to sell to them at all.
Nuuvem is a regional South-American store so it's irrevelant. I guess Regional Turkish stores will sell region locked keys as well.
Plus GMG and Nuuvem are not bundle sites. We are talking about bundle sites and there's been no examples in the past (besides Humble's German keys I already explained) of them selling region locked codes.

That's good to know then, but about some points:

  • Bundle sites are often also key-sellers, like Humble Bundle, IndieGala and Bundle Stars.
  • OP might be asking about buying from the Store part of those sites as well.
  • Many of Nuuvem's keys can be activated and played outside of South America, even after the recent changes. There is a reason many people here bypass the restriction in order to buy there.

ofc, because it's up to publisher if he releases region locked keys. So any regional store will be selling whatever keys publisher supply them with. If he sends them region free, they will sell region free, if he sends locked, they will sell locked.

Reason why it's different for Bundles is that more ofthen than not bundle site preparing for a bundle gets a set of keys from publishers/devs to distribute (because let's say they were requesting keys live - one publisher slacks, server wents down, anything and whole bundle goes down with it). Because of that they usually just get a bunch of keys (depending on site - Humble will get hundreds of thousands, while groupees few thousands) and they distribute these keys. As dev/publisher cannot know what regions will be buying bundle these keys are usually ROW (only known exception Humble Nitendo Bundle, which clearly said US only).

There's no such thing as TR region "keys", at least for Steam, anywhere. Turkey sells games officially only by retails which can only be activated on platforms like Origin and Windows Live at most.

They're usually sold by whatever the default currency for the site is and without any VAT. Because Turkey is Eurasian and yet not in European Union, nothing applies. You basically purchase a global version because you're out of specific options.

Humble Bundle will give you global keys, DIG will give you global keys. I didn't use any other bundle sites besides these but these two are trial-confirmed already by me.

TL;DR; TR doesn't have "keys". It uses global.

Update #1: Forgot to add, if TR actually had it's own region keys, you guys would have to pay for 18% VAT. So you guys better pray for my sake at least that this doesn't get to happen.

Update #2: This goes for bundles only. Steam purchases and gifts from Turkey will be region-locked. Because Steam was smart enough to not let the opportunity go.

good to know ;) I am not a Turkish, so I could not talk specifically about Turkish keys only about the cases of region locking of keys in general and that's what I was referring to ;)

Well the moment bundles go region-locked is when I leave the SG probably. Even right now I've tried a few region-locked giveaways, entrants are too less and giving them away is like, "Please take it away already so I can get my CV!!" D:

And yeah, my next plan is to actually use SG for trades with items into region-free games to giveaway, let's see if that will work out in the future.

For example in hb i see prices in dollars maybe 1:1 to euro :-) that is also better

for stores idk for all, many will probably sell you ROW keys, but some may not. For example GMG is known for selling quite a few region locked keys without indicating so.

Humble Bundle/IndieGala/Bundlestars/Groupees are safe zones^^ So yeah. Also where did you go? Antalya/Istanbul/Bodrum? I hope u having a good time...

Edit: Whole bundle sites are good but beware coz Steam isn't. Steam store has got region locked.
