I think that's the joke. It was awful on release.
I haven't played it yet, but I also think they made major improvements to it, especially with the mods.

I wasn't able when I first purchased it. My old GPU couldn't handle it. I have to play it at some point. It's in my backlog. I believe once Phantom Liberty (their last DLC) comes out I'll pick it up. I don't like returning for games, no matter how good they are, once I finish them.

I honestly really enjoyed it. I played it on release and finished the main story. I think I racked up about 97 hours on a single save file, and I do want to go back and replay it to go for achievements.
It obviously has issues, and I'm not making up excuses for CD Projekt Red, but I can't say that I didn't enjoy my time with the game. The story and the graphics were great. There were obviously bugs, but a large number of the bugs I encountered back then have been patched out since. So the atmosphere and aesthetic do really work well.
I can most definitely recommend the game.
