I'm not familiar with most of the SG giveaway groups but I have yet to see one of that description. However, I've seen one user make a giveaway for multiple copies of a game and stipulate that the winners play together at least once (not sure if that included the gifter).

Well, if that giveaway was a 4x Castle Crashers, then we didn't manage to play together yet (afer 2 weeks++)...
Which makes me think that this is not easily viable in multiplayer games, since there are a lot of difficulties to overcome (different time zones, different priorities/schedules, be everyone online at the same time, various other problems). At least, I played the game in single player mode and leveled up my char a bit, but still that doesn't fulfil the giveaway maker's request to play it in coop mode.

I can't see Support okaying that rule. It's unenforceable as once the winner has the gaem they can't exactly get it rerolled if they don't play it

Support doesn't have to approve that sort of rule.
Group membership and termination of said membership is a long way outside of the scope of Steamgifts and its Support team.
If you don't like the group rules, don't be a part of that group, and if you don't intend to respect the conditions of their giveaways, don't enter. It's not that complicated...
If you're expecting some sort of cavalry charge from the SG support team just as the group owner prepares to apply his or her jackboot to your quivering hiney, you might want to brace yourself for further disappointment.
Alternatively, you could simply play the game with the group/gifter as per the giveaway stipulations, and hope nobody from said group ever stumbles across this thread :)

Support dont have to approve that sort of rule within the group but if the group want to put that rule on giveaways that have to clear it first and that's what I was seeing as unlikely - support okaying a rule that can't be checked until after the winner has got the game at which point all they can do is ban/suspend as a refill is impossible.

I think it would be more in the vain of play your first win or your band, etc...

The rule doesn't even have to be mentioned in the giveaway. It could be internal to the group, and one which everyone is made aware of upon joining. I just can't see support actively interfering with group membership.
I reiterate the point I made above:
If you don't like the group rules, don't be a part of that group, and if you don't intend to respect the conditions of their giveaways, don't enter
These conditions don't directly contravene any Steamgifts rules, and if they are a condition of group membership, I don't see what the problem is.

I wanna make a group where you are not allowed to play the game you win for 1 year and if someone see's you playing it you get kicked out and put on a wall of shame, which will be a wall with your name and pictures of feces probably.
Ok, I am done for today O_O, nighty night.
