I think there was some kind of giveaway for thousands of beta keys, If I remember correctly.
As it is the same everytime, I could imagine many people created giveaways with those beta keys and because of that the game was removed from giveaway list.
But I could be wrong!

If you mean the GAs back then relating Minimum, the reason GA removed from the list, I think yes it was against rules trying to giveaway time limited beta keys...
But since those keys no longer valid and Minimum has store page with a price, I think it can return back to GA list. Well even if not now, sooner or later it will be...

He can giveaway his copies, what he ment with beta was the early access stage of the game.
He bought the Minimum Team Pack which is a 5-pack of the game.
Basically early access = beta.
The ones which are not allowed are the "limited beta" copies they gave away for free.

No keys that are only for beta can be given away, only full games. If the game itself is in beta, but the winner will be able to continue playing when the game is out that is ok, however its still full game, not beta as the game should officially release at one point, and the winner will be able to play it, though with early access you really never know :D

since the time limited beta keys are gone and not redeemable anylonger, why not bring the game back on ga list?
also like mentioned above he wants to giveaway early access steamgifts of the game and is just referring to them as beta.
