007 Legends Russian key activation?

I still have a russian 007 legends key, is there a way to activate it in 2023? Just using a vpn is not working.

Step 2: Give Gaben some money from a local Russian payment method to change your account's region.
Step 3: Activate key.

All payment methods in RU Steam are disabled. You will not be able to change the Steam region to Russia.

Gift card (or your steam wallet balnce) is not a payment method that can change Steam region.
You need a bank card. Not necessarily the region you want to move to.

It is possible to change the region to Kazakhstan (for example).

I'm not from ru, but im monitor situation. ru accounts still can buy games if dev dont ban ru accounts (like Bethesda). And ru accounts still can give money to Gaben using virtual credit cards in KZT, TRY, USD..., or use middleman

So look, you could theoretically buy a virtual credit card for smth like kazakhstan and just turn on the VPN and then buy something cheap using the card you bought, but I highly recommend not to do that (kinda against steam ToS if i remember correctly).
