Also, it seems that God Eater 2 Rage Burst HB key will also activate God Eater Resurrection? If so you can join even if you have the second one, I don't mind.

Yes, it will activate them both. It's unlikely that someone has the second but doesn't have the first one because Resurrection cannot be bought on steam, the only way to get it is to buy the second game. I would also like to add that while the store page for Resurrection says the game doesn't support english language that's false information. The game is fully in english, that means all text and voice overs.

They're good games, well at least the Resurrection is so far. I've spent over 40 hours on it and I'm only near the half of the game (not counting the additional "DLC" levels).

It does activate them both, but I don't know that it will activate at all if you already have the second one. In fact, I'm not sure it's even possible to get the second game without the first, since getting the second game on Steam will automatically get you the first game as well.
