Can my brother (who uses the same IP) create a GMG account? I don't know if againts the rules.

It says house hold, but I doubt they will make a problem out of this. Still, ask their support to be sure.

Stupid. I have one account there and my father has one as well. He's another customer. Same with Steam. GMG is awesome but they have weird policies.

Steam also don't allow trading game keys but everybody do it.

Steam doesn't support those trades which is quite different than not allowing them.

You cannot. Me and my roommate both had an account with GMG. After a week our payments wouldn't go through so we contacted our banks and they said it was GMG's fault. After contacting GMG they pointed me to their T&C which states one account per household.
They said that they are changing the site to allow you to purchase more than one copy now (which I think has been implemented) so it fixes our problem but we had to change our addresses on the second account for the first one to be unblocked.
