This is a good post, but I did love how you say "it's time to have a serious discussion" with the troll face as your icon :-D

Re: fake giveaways, voting system, and community self-modding of it, would perhaps a system where you get one rep point (nothing to do with the auto-generated points) for every public giveaway you successfully complete (winner flags as received) be possible? That could decay over time (using the gifts-per-week list system on the main page or something, but perhaps over the period of a few months instead).
And those with said rep points could then flag giveaways with a power equivalent to however many points they have, and a certain threshold of flagged points would then trigger a review or temporary suspension of the giveaway? Not sure how much more coding that would entail.

I know this has been said a million times before but things need to change, fast. Tides are changing on this site, and people are upset, and things seem pretty chaotic with all the events that have taken place in recent times. Now, from my perspective it seems as if the community is split between the inclusion of foreign users, and the moderators have been stuck in the middle trying to help the community as best they can. From the experience I have had with talking to the moderators on steam, the current situations are not entirely their fault, because they simply lack the power to do anything. So what I suggest we do is as follows:
Those are just my suggestions, but I do think the way things are run need to be reformed, so we can move forward and grow as a community.
