This has nothing to do with Windows 8. Download Steam from the site, install it, move userdata and steamapps folders to new location, there, done. And when you were showing that you had no steam.exe it was right there in the folder.

It's because you made the upgrade and no clean install. CaspianRoach already told what you have to do in case you wanna keep it like this. But I'd really recommend a clean install of 8.1 to avoid many avoidable future issues.
After watching this, I begin to understand why you made all those stupid threads and posts in the past. I'm shocked people your age have unsupervised Internet access.
