Restricted to RU/CIS, I don't think I've ever seen a package specifically excluding a region rather than being restricted to one.

It's not very common but some games like Mad Max, Middle-earth: Shadow of Mordor GoTY, and Dark Souls Prepare To Die Edition that gave ROW keys specifically excluded Japan.

I don't know, make sure that you're logged in on Steam and try again? Maybe try a different browser?
Also sgtools shows that you have a couple of wins not activated, so it wouldn't give you the link to GA anyway, is that what you mean by cannot sign in? In that case you should figure those wins out or the rule-checker won't let you through.

Yeah, one of the first GA was not activated on my account, but I recieved a ban for it and it was fixed, or so I thought. Anyway nothing to do then. Thank you anyway... :)

All right, team! We've got a situation on our hands - the boffins from R&D managed to misplace their shiny new temporal thingamajig. Apparently SOMEONE thought it would be funny to attach it to a hyper-intelligent snail they found inside some hollow tungsten sphere and now it's done a runner! Now memorize the photo of our target carefully and prepare to move out. We've got a snail to catch!
Oversight, you will stay at HQ and coordinate the search. Here's the recording of the snail's time-warp trail for you to study while the away-team gets their stuff together. Pretty, isn't it? Looks a bit like a flower.
