Booster pack not marketable?

I got booster pack drop but in my inventory its not marketable. In market there are 0 listing, but 40 buy request.
Its some temporary bug?

The items from games by devs that got banned by valve from steam are not marketable anymore .

It is tradeable still, just not marketable. Some people actually collect badges for shitty/removed games.
