payday 2 was in a humble bundle recently that sold for 1$ - yes you could've got payday 2 steam key for 1 dollar.

you can still find it cheap on g2a/kinguin or you can try to trade for some other cheapo game on Steam Trades forum

Like others said. The best idea would be to get better friends -_- Maybe he is unaware off but the game is not worth 18 $. Check some trade sites and you should be able to get it much cheaper as long as you find a trustworthy trader.
