About a week of rotating sales. Buy your games then or during the winter sale only, as they are usually at their cheapest for the entire year. Set aside a certain amount of money to spend and spend only that much, otherwise you'll likely buy way too much.
But the most important rule is this: If it ISN'T a Daily Deal, Flash Sale, or Community Choice game on sale, WAIT until the last day to buy it! No sense spending more for something that might be a couple of bucks cheaper a day later. A couple of bucks could be another game!

You misunderstood it I think. The last day does typically have repeat dailies/flash of the most popular selling games, but for most of the sale games will be discounted throughout the entire week, usually 25%-50%, but then they'll go on sale for 75% or more during a daily, flash, or community choice. The "wait-for-the-last-day" to buy rule is only for games that you want that weren't ever daily or flash.

I've bought a few things during the Humble Spring Sale, but Humble is really starting to annoy me with their purchase limits. It forced me to switch payment modes to purchase just SECOND copy of a game on a flash deal. After that, I couldn't buy anything else. Even Steam isn't that restrictive.

well with games like Sunless Sea, 33% off is the cheapest it has ever been. I remember games like Binding of Isaac Rebirth's daily deal in winter sale was 33%. But then sometimes they pull something out of thin air.

Seriously though, my advice is to create a budget and spend within that.
For example, I've put in $20 and I've spent about $5 in keys so now I will have about $15 to spend for the summer sale.

Steam Summer sales are now more about the community event rather than the deals. practically all other resellers have better deals at some point (sometimes even during the season sales) on Steam keys than Steam does. With a few exceptions (never saw Bethesda do larger sales at other stores, for example.)
So… if you want to spend money, I would say Humble spring sale, unless you want to buy some recent AAA titles. Steam usually has the dibs on the larger discount on those for a while after release.

There are a couple of games I've been hoping to pick up, mainly highly reviewed indie games that have been released within the last year. Are people picking things up from humble spring sale, or waiting until the steam summer sale?
