Steam only allows refunds for games purchased through Steam in the last 7? days and that you played less than 2 hours. Steam keys are not refundable.

No. Steam does not allow refunds on games obtained through any other source and this would also be a violation of site rules. Any won game must be activated, and remain activated, on your account. If you donโt like a game you won you can hide it, but you cannot remove it from your account (as this will make the game appear unactivated).

1) You are not allowed to resell, regift or even delete a game you won here. If it's not visable in your account to prove you activated it you can recieve a temporary or perminent suspension from this site.
2) Most keys here are from third party sites, so you wouldn't be able to refund those.
3) If by some luck you won a game that was bought and gifted directly through the steam store; and you didn't care about being banned here. You could indeed refund the game... but the money goes to the account that purchased the game.

if you get it as a gift i am pretty sure only the account that gifted it could refund it or am I not correct (never done it so not sure)

Would assume the use of "initiate" rather than "request" is intentional but have no idea if the original account can deny the request. I imagine that steam would require the original account to select where the refund goes (steam wallet or method of payment).

For the sake of argument, and ignoring the inherent scumminess of the question, let's say you won a game gifted through Steam and file a refund request. The purchaser is the person who would receive the refund.

As everyone have already said, keys cannot be refunded through Steam. And even if it's something gifted through Steam, and fits the criteria for refunds, the money goes back to the gifter. So no.

But usually not digital items. The word refund is really confusing on that. I can imagine there are people who win game, sell it and never mark it recieved or call it duplicate and tell creator to delete it. And they are running away with it until Masafor hunts them down. But refund it, that is a completely new mindblowing method.
