How dose steamgifts work when rolling?

Im just bored so im curious how steamgifts work when rolling a member for a finished giveaway. Do they just pick a random steam user account via there steam_ID like numbers with random.org?

The gifter has 5 minutes after the giveaway closes to look through all the entrants and decide who is most deserving of the game.

If 5 minutes elapse without any action from the gifter, CG has a trained canary who picks the winner from a hat.
