if u checked that he activate it, check again on the profile, if its activated report, and if its not there, maybe it was revoked.

that is why we don't accept invites from private profiles. but i would say, it's a completely different thing to add someone you know should not be a bot (because he is a person who is active here). i think you really should at least try to add him and talk to him.

In addition to creating an user report like others suggested, create a ticket for "Request received feedback". They'll check if the winner has the game in their library and mark your giveaway received if that's the case.

They are allowed, you just need to switch it to public a few seconds a week for the synchronisation. If you don't, you can't enter giveaways anymore until your profile is synchronised again.
Thanks to that, support can check the users' games even if their profile is private.

he's a german, but he says in the custom information box, that those are from MW2 and MW3 and both weren't even close to cheating, some people report others, because they are WAY better than them and they think, they are cheating

Maybe, but looks can be deceiving. You don't really know why he has the VAC ban/what caused it.
I knew someone who has the VAC ban on his acc, but he's not VAC banned from any game, it was an accident and the ban was removed but the thing on his profile remains.

Since i started giveaways, i made a steamgift folder, then more folders with winner names, first then check who the winner was on SG then screenshot along with won game, then check his steam profile if he has the game already. if not screenshot anyway to prove i can see his steam profile. then go to my steam client and take screenshot of entered winner email, before sending you fill in a message that the gifter would receive and i screenshot that too. then screenshot again after sending. then screenshot again on SG for clicking sent gift. Then i wait for marked received. so i'm making well sure i have my evidence on hand for any problems. EDIT: reminds me now to screenshot again when they marked it as received as extra precaution like OP's problem.

hehe yeah it is a ton of work takes like 5mins before i get down to sending the gift. but what stops the user from redeeming the gift on another account and then turn around and say hey i never got it. that's my main concern really. PS: i also check there profile again after they received it to see if it's on their games list. but mostly care about it being marked. then im happy.

I usually check for non-activated games first, then I look at their steam games list to make sure they don't own the game (you can bypass this with a script so I always check), then I gift the game. After they mark as received I double-check that it's activated on their steam profile.

someone just PM'ed me his nick - and I do know this little fucker and I have him blacklisted for a long time.
heck he was the first person I blacklisted ever and the sole reason I requested Blacklist approval in SGv1 - for completely another reason.
In SGv1 he couldn't solve my puzzle - he got angry ater I refused to give him answer/additional hints. As his revenge, he went to my steam profile, saw I was playing TWD, so he commented "Oh, I see you are playing TWD - NIGGER DIES! FUCK YOU AND YOUR STUPID PUZZLE!" as his puny revenge for not being able to solve my puzzle. He simply posted a spoiler of the ending of game where story is everything...

I like giving away games, and i know something like this can't happen when people are lvl 1+ but this person is a real retard!
He took the key, marked it as recieved and a few days later he pushe the not recieved button.
