To celebrate the exciting new Black Desert Online drop rate event and Arena of Arsha update, Alienware Arena has a limited number of Steam keys available for our members. Enter the giveaway and the Top 200 ARP members will receive a Black Desert Steam key on August 11th. Additionally, the Top 10 ARP members will also receive the Explorer Pack DLC (valued at $49.99!).

Note: Keys will begin to be assigned based on ARP Level on August 14th at 3:00 PM PT.

Only if there are more people at a particular ARP level than there are remaining keys.

Even then it's not really a raffle:

You can have more ARP than level requires, someone who has 499 ARP will be server before 498 ARP users, despite same level.
In case of tie, whoever entered first, server time will won.

and there's probably more than 200 on level 30, because for active users it's very easy to earn hundreds of ARP per day.

Its not. The perks of being highest level member as stated in the info says they are only eligible for limited key giveaways, exclusive giveaways and stuff like that. And mass amount of any keys will be distributed as first come first serve or even sometimes based on arp.

I thought the leaderboards were broken for months, if not more? + the giveaway is based on points, being level 30 is not a guarantee

The keys might take a while to be sent out, but I would wager there are surely more than 200 members at that level, I know several dozen form the Giveaway section alone.
