Hmm, either I'm blind or there's nothing about that in FAQ (only "free" in FAQ is in how-to-register and what-are-bundle-games sections) nor in Rules/Guidelines (only "free" is in "Beta keys, guest passes, coupons, and free games should not be given away." - but that can be read as "don't giveaway DOTA2 or TF2")...
