Wasn't DOW 2 and Space Marine bundled as well at some point? And COH 2 DLC (one of those) was definitely bundled before in HIB (in some E3 bundle or something).

First time base DoW2 and Retribution were in a bundle, to my knowledge. Bundle list suggests that Space Marine wasn't in a bundle until now either.
COH2 DLC was in the Sega bundle.

I'm in a similar boat. I want the BTA but the banks in my country have frozen all debit and credit cards, as if the universe is mocking me I have $39.61 in my Steam Wallet.

If you activate the Oberkommando West stand-alone multiplayer Steam will list CoH2 in your library but in-game you will notice you can't acces the campaign mode, it will invite you to buy it in order to unlock it. So you dont get CoH2 in Tier 1, just the multiplayer with that faction.

Beyond tempted to get Tier 2, Tier 3 feels awfuly pricey...
But both Tier 1 and Tier 2 feel like a bargain... i'd even say a steal! :)

Company of Heroes 2 (base game) is not such attractive for me (tried to play it few times during free-weekends) to pay 4$+ only for that one. Pass

Yep, only problem is that there are expansions missing for DoW1, since the base game has issues with widescreen (unsupported) after they've screwed it in last patch (and won't be fixed for sure).

lol the COH2 community is going to be so pissed that they added OKW to the $1 tier since the balance is already 90% axis and 10% allies in online games, I guess it would have been smarter for the sake of balancing to switch both Western Front armies and have the U.S forces in the $1 tier.
That being said, amazing bundle despite the repeats, I just got back into COH2 myself a few days ago after leaving it for a while and the patches have only improved the balancing imo, well worth the money if you ask me.

That's because to play with that DLC army you still need assets from the base game + other expansion armies because multiplayer wouldn't work otherwise, if you'd install the game now you'd have the same game as someone who has everything available but in your version instead of a "play" button ingame when selecting an army/campaign it'll say "buy" and take you to the store page.
Because of that it shows that you already own it, redeeming a key will effectively unlock the "base game" DLC kinda like how it works with f2p titles.
