They gave you used keys.

Your key is already in use. You can't do anything about that. That's why you don't buy used keys. Try to get a refund, but I doubt that you'll get a refund since everybody knows that used keys are used.

If you got it from a pawn shop then the box(?) was prevoiusly owned by someone else if it wasn't still wrapped in plastic.
The guy who sold it to the pawn shop practicly sold the guy a wortless piece and he still found someone to get it off his hands.

You should have known better not to get it from a pawnshop. All Valve games starting from HL2 required the key to be used in Steam.

You could create Steam support ticket about this, they will demand the photo of redeem code from the box, with written number of ticket on it AND receipt, not older than 90 days...

I got lucky. I bought the Orange Box 5 years ago in a goodwill store for 4 bucks and the code worked. I remember installing the CD's and almost immediately having to update everything. It was my introduction to Steam.

you could also find a NoCD crack for the game to play it without the need for the steam key. Since you own the game now (sort of) i guess that's ok to do.
