They never received the game but clicked on received. Thats a misuse. Some wrote "Im satisfied with this I received." but its still not that what theys won. And the creators already known they do not giving away that dlc, thats creating a fake giveaway. They just flame others, thats inappropriate behavior.
I already proved they will not activate the squadron gift if they use the gtift, but the creator still didnt deleted the giveaways. So no, its not just a simple non-activation.
Every of this violation are still not solved -.-

not all rules are to be taken quite so literal in the wording. for instance in this case "Misuse" is only used when it's a deliberate incorrect marking as well as it has already been altered by support prior. in other words when someone marks something "not received" when it was received and support has already forced the feedback to reflect that but the user had changed it again anyways.
but if we are going to take everything written quite so litteral you may wanna re-read the guidelines "Support" section

The giveaway creators could theoretically be suspended for a fake giveaway but there needs to be clear proof that they intended to deceive.
Look at every squadron giveaway. I posted in every GA my screenshot to proof I activated the give but did not received the squadron dlc.
Deleting one of the messages doesn't change the fact that there's a screenshot of it.

i'm still not convinced there was an issue with squadron dlc at all.. it looks to me like it gives users precisely what is promised in the description of the dlc, it just lists it under a few seperate dlc licenses instead of the titled "squadron dlc", which is very common for upgrade dlcs of that type.

It's a giftable version and not intended to be applied to an account that already has the Premium game. It might have worked for some of you, and you may or may not have gotten the 20K RTC.
So this free gift is broken and if giveaway winner has Premium account, activate this gift and start the game there's 50/50% chance that he will get nothing 😊 And he can loose his premium too
For example, i have premium and you too. We all got extra-gifts in steam inventory. You gave extra gift to your friend and i made giveaway on steamgifts. You shouldn't enter this giveaway сause right now its "not safe". All you will get if u activate it +1 DLC, but not dlc-bonus

i know all that, but i saw one of the people they were trying to report and the "proof" they provided showing it was an inaccurate giveaway to what was being given away was a screenshot of it being redeemed, but it shows up as 3x separate things under the licenses.
i don't know where that giveaway is anymore (probably one of the few they managed to get deleted), but it was something like.....
Warhammer 40,000: Eternal Crusade - Squadron Edition (Premium Upgrade) redeemed into:
Warhammer 40:000: Eternal Crusade - Premium
Warhammer 40:000: Eternal Crusade - 20,000 Rogue
Warhammer 40:000: Eternal Crusade - Weapons Pack
and that's all the dlc is supposed to include. regardless of what actually shows up inside the game or not, the package redeemed at least license wise gave everything it was supposed to according to the description of that titled giveaway upgrade dlc pack.
so there isn't anything wrong with the giveaways at all, there is something wrong with the licensing behind it, but not what the packages is suppose to give in licenses.

If you have premium account and buy Squadron Edition in steam store you will get
"Warhammer 40:000: Eternal Crusade - 20,000 Rogue" in-game (not only shown in library)
If you have premium account and activate free Squadron Edition gift "you may or may not have gotten the 20K RTC"
Thats all difference as i understand 😊

In this case, as the creator obviously made a honest mistake, the thing to do is to send a support ticket asking to have the game changed in the GA (assuming that's possible/allowed after a GA has ended) from sleengster to sleengster 2 which would automatically fix everything for those who marked it as recieved. We'd end up with some who then appears to "falsely" have marked it as not recieved but IMO that's a smaller issue in this context (and not a problem with SGTools and such, I bleieve). The creator will get not-recieved marks either way.

When a different game shows up when activating it but it's there in your library is normally down to a failed attempt at adding a game that's been posted publicly and somebody beat you too the game. When adding the new game it'll show the last game you tried to add before instead of showing the game you're adding. It's another silly Steam bug. :D

There's actually several cases where a games name was changed for some reason but the associated sub wasn't changed to reflect this. So when you redeem, the activation box/license page will state Game X whilst your library will display Game Y

For me one funny thing is I activated a key for panty party a good friend gave me on my birthday the 18th and it showed up as pan pan. I assumed it was pan-pan. But to my pleasant surprise it was panty party XD

I recall a case of a winner being suspended for not activating win, to find out later it's a case of winning "Luxor 2" but being gifted (and activated) "Luxor 2 HD". Apparently they're 2 different games, which is something one might not easily realize. I mean, not all games activate exactly the same name as on store, so one might mistake HD was just a fuller name for the game and not a totally different game, Steam-wise.

yeah, a lot of those cases i really don't blame either the creator or the winner, it's a super easy mistake to make even if the issue is known by both parties.
i'm just glad in this instance the user contacted me with a simple "thanks" so i could let them be aware of the situation and close the ticket rather then getting them suspended, but most users wouldn't get so lucky to get a gifter willing to investigate into the situation.

Winners, please start paying attention when redeeming a win and make sure it matches the won title. I have one re-roll case I barely caught that it's not really even the winners fault their wins are "not received", because in both cases they received a different game and just marked it received.
Same goes for gifters, make sure you select the correct title when gifting.
I'm leaving the re-roll request in place anyways, because it is not my responsibility to add this user and teach them how this site works, however I can't help but feel sorry that the user will likely still be suspended anyways due to the site rules. I added notice to the ticket stating that in both cases it wasn't entirely the winners fault, but I don't know if that will matter when it comes to suspension or not.
edit/update: ended up closing the ticket afterall, the user contacted me on their win so i pointed them here to let them know about it instead. hopefully they correct them before their next win, or the next gifter may not even notice/investigate and they could be reported again.
