Time manipulate in skyrim?

Does the engine of Skyrim can handle things like: Time-stop, or Time-rewinding? I want to make a "TimeShift" mod for skyrim, and i think i should need this information first, thanks!

I've used mods that allow you to freeze and slow down time, but I haven't seen any mods that let you REWIND time yet.

Nothing beats Prince of Persia, now that I'm reminded of that... Although Timeshift was neat and all. Time manipulation in a TES game, now that sounds interesting.
