Well I would not touch any of those cards personally(To weak), get at least a GTX 750 ti or whatever the ATI equivalent is and at least a i3/i5 or whatever AMD equivalent is to that.

Yes, the GTX 750 Ti can easily run most of the recent games on medium/high.
I would also check the R7 265, it's much powerful than the GTX 750 Ti and it's cheaper.

Honestly 750ti is pretty budget as well, i would look to get a used 660ti or 670, both will be better than the 750. Same goes for CPU, a used 2500k, 2600k or 3570k will be just as good overclocked as as anything you could buy stock.

If you insist on buying a brand new GPU i would look at a GTX 760 at minimum

Thats the one I was trying to think of, uses many more watts, but if he is building that should not be to much a concern, personally my computer got wrecked in a storm and I threw a 750 ti into a pre-built and it runs on a 250 watt power supply great. Nvidia witchcraft I think....

Yes, it can be overclocked quite a bit also, AMD equivalent might be cheaper but personally I am not a fan of the drivers and updating time for new games, Nvidia is usually quicker to get games working faster, some people love AMD though.

Don't skimp on GPU... Or CPU, or PSU...

Yep, ram is a bit more low key, most are fine, most motherboards are fine but some brands are better for things like overclocking.

Yes, don't even consider bying GT 640 with 4GB...
GTX 650 is about same price and it's way more powerful. It has 2GB though, but extra 2GB wouldn't actually make any difference with those cards.
