How now works gifts in Steam?

Hello, I wanna give away some games here but I don't know how actually works gifting in Steam platform.
I remember when you can buy game and have it on equipment to give someone - is this still possible?

You probably have to add friend them on steam to send steam gift

Yes. There are also complications if the winner is from a region with higher/lower pricing (10% I think, but I might be wrong).

So what do you mean? If winner is, lets imagine, from Russia, I will pay less? Or I simply cannot buy a game for him because of region?

If the price difference is too big, you cannot buy the game.

Edit: If you want to be sure, limit the GA to Poland.
If you want to include as many users as possible, use a 3rd party key store (humblebundle,...) and check for region locks on their webpage.

I always limited my GA to Poland because of possible region blocks or problems with prices, but now I really want to make something for other users too!
So the best way is buy a bundle and give away those keys, right?

Correct, but there are sometime region locks with bundles too. Depending on your financial situation you could also buy single games in 3rd party stores ;)
