Can I join in giveways which I already entered and won game, but I did not receive it?

If 7 days passed since you won the game and the giveaway creator didn't deliver, then yes.
You can also enter sooner but if you win it second time then you'll have to tell one of the creators to re-roll you. Preferably avoid doing this.

I wouldn't say you'd have to wait that long. After all, you can always go ahead and tell the creator of the second giveaway to reroll if you do end up receiving the key for the first one. No need to let those opportunities slip.

No because it will say you already won and you can't enter, i think you need to wait 7 days.

One win took me some days once, and i wanted to enter other ones and then ask for a potential reroll but couldn't.

Did you mark as "Not received"? Then it is not shown as a game you won and will still show in the GA list for you. You are not able to enter GAs for games you won or already own (packages are another story) so you can check for yourself whether you see the enter-button or not.
