i don't want it to, but you can sort of do it with css by adding this:

header {
  position: fixed;
  width: 100%;
  z-index: 999;
}
.page__outer-wrap {
  padditg-top: 65px;
}

you can add that for steamgifts.com with the stylish extension for firefox.

I cannot imagine why would you want to see that every time.
