Steam can actually put an end to this quite easily. Task an employee with catching these motherfuckers by having him keep a ton of gifts in his inventory and just let him be active in the community and play games and trade, you know make him act like a normal user. A loaded inventory is a magnet for these fools, he would just need to engage them in conversation, record it and ban them permanenetly, make them lose their entire libraries. Poetic fucking justice.
