I think it's meant to be for cases in which user A has a giveaway and user B decides to add user A in steam to beg for the game he is giving away.

Total War free weekend counts towards the $100 limit. Anyone can join I think because those games are worth more than that on their own.

Its a known issue with the steam API. No way to prevent it other than an admin going in a manually zero'ing out free weekend games every time.

I dont know either how this guy can register on this site. When i try to register, must have 100$ account value, if my remember is good. However, ive seen few guys like this one, 1-5 games, and have account. So, WTF? Total war free weekend seems propably, but ive seen this problem before this.

10,000% agree.. problem would be solved for future registrations.. and after that change, force users to re-initialize their $100 value in games.. (if they have the $100 then they stay, otherwise lock the account until the $100 value is reached)
