Hmm, from what I've heard about people having this problem in the past, it was solved with SGTools sync. The cause was that SGTools happened to automatically sync the data while Steam was briefly unavailable, so it couldn't check for proper activations.
If that didn't solve your problem, it might be a good idea to post on the SGTools thread and ask knsys for help.

All of the sudden I cannot enter SG Tools protected ga's due to inactivated wins. When I go to SG tools manually it only shows the standard Skyrim dlc's and of course I've activated every win. Anybody else experiencing the same problem atm?
