Steamgifts' backend is based on automatically syncing data from Steam. They have to manually fix any errors like this, so I would generally recommend waiting until they do that before creating a giveaway.

once the game goes down in price so does the CV, also when its in a bundle. how people lose levels

You'll get $30 CV (SG goes by current retail price in the US, unless it's been bundled or free), not the sale price.
If the retail price ever drops, so will your CV for it.
