Sounds interesting. But maybe some of the rules need to be more defined? Like sharing GAs between groups/whitelist has to be at most 3:1 or something for every exclusive GA and with groups lower than 100-150 members?

Though in the end it's your group so you have the final say on how lax or strict the rules will be.
