Use Report Violation, "Impersonating another user" choice and describe the problem there.
Edit: you can also file the report about "Impersonating" or "Identity Theft" on Steamrep, but you'll need some evidence that he used your identity for fraud attempt.

After some searching it looks like probably same guy did it few times before or it's same pattern. Previous admin of the group and used this account as shield, just like you are now his shield. Unless I missed something.

I got kicked from group just to find out that admin change his name and profile picture to mine and edited some old topic. He changed his custom steam id to mine steam profile id..
