Tl2 RU ain't region restricted.

TL2 RU + CIS, on the other hand, is region restricted. So if you aren't absolutely sure which version it is, better to avoid it.

In Russia they sell it for around 450 RUR (~15 USD). I heard they wanted to region-lock it, but so far not sure that is the case.

I've seen it 20% off before on some places. Too bad it's not on GMG otherwise you can use the 20% off voucher. Other than that, wait I guess? Unless you're willing to gamble on Russian keys.
